Abri

Abri is a housing association that owns 45,269 homes in London and the south of England. Octavia Housing joined the group as a subsidiary in December 2024. The Regulator of Social Housing gives it top grades for governance and viability, but has not yet assessed the consumer standards.

Abri's record: what the Housing Ombudsman has found

The Housing Ombudsman is the independent body that investigates complaints about social landlords. When it upholds a complaint it records either "service failure" or, for a more serious failing, "maladministration". The decisions below concern Abri Group Limited, the housing association this page is about.[1]

A maladministration finding in 2025. In a decision published on 15 October 2025, the Ombudsman found "maladministration in the landlord's handling of the resident's concerns about carpet in the communal area", after water damage to a communal carpet was left unresolved; it also found service failure in how Abri handled a report about a removed solar panel and the complaint itself.[4] Abri was ordered to pay £600 in compensation across the decision and to put things right.[4]

In accordance with paragraph 52 of the Housing Ombudsman Scheme, there was maladministration in the landlord's handling of the resident's concerns about carpet in the communal area.[4]

An earlier repairs case. In May 2024 the Ombudsman found service failure in how Abri dealt with a resident's window repairs and the complaint that followed, and ordered £1,600 in compensation.[6]

Not every complaint is upheld. The Ombudsman also closes complaints against Abri without a finding against it — in a service-charge information complaint decided in May 2025, for example, it found no maladministration.[7]

What tenants say. In Abri's own tenant satisfaction survey for 2025-26 — the figures for its social-rent tenants — 74.0% were satisfied with the overall service and 77.6% with repairs, but only 36.6% were satisfied with how Abri handles complaints.[3] Abri says the survey combined responses from Abri Group and Octavia Group.[8]

What the Regulator of Social Housing has said about Abri

The Regulator of Social Housing (RSH) is the government body that checks social landlords meet required standards. It grades landlords for governance — from G1 (the strongest) to G4 — for how well a landlord is run; for financial viability — from V1 to V4; and, since 2024, separately for consumer standards — from C1 to C4 — for the homes and services tenants actually get.

Abri holds the top grades for governance and viability. In its most recent judgement, published on 26 November 2025, the regulator graded Abri G1 for governance — "Our judgement is that the landlord meets our governance requirements"[1] — and V1 for viability: "Our judgement is that the landlord meets our viability requirements and has the financial capacity to deal with a wide range of adverse scenarios."[1]

No consumer grade yet. That judgement was a stability check of Abri's governance and finances and did not assess it against the consumer standards, so the regulator has not published a consumer grade (C1–C4) for Abri.[1] That absence is not a failing in itself. A governance grade measures how the organisation is run, not the state of any home or how repairs and complaints are handled — for that, the Housing Ombudsman's decisions and Abri's own satisfaction figures are the better guide.[1]

No regulatory notice. Separately from these grades, there is no regulatory notice — a formal published finding of a breach — currently in force against Abri Group Limited, and the regulator's page for it lists only its judgements.[2] Regulatory grades are reviewed from time to time and may change — the date above is the one that matters.

What Abri must do by law

A housing association's repair duties are just as strong as a council's — and they do not depend on its track record.

Repairs. Under section 11 of the Landlord and Tenant Act 1985, Abri must keep the structure and exterior of your home in repair — the roof, walls, windows and doors — and keep the installations for heating, hot water, gas, electricity, water and sanitation in proper working order. This applies to almost every tenancy and cannot be signed away in a tenancy agreement.

Fitness for human habitation. Under the Homes (Fitness for Human Habitation) Act 2018 (section 9A of the 1985 Act), your home must also be fit to live in — free from serious hazards, including damp and mould that could harm your health.

Awaab's Law. Awaab's Law now sets legally binding timescales for social landlords, housing associations included, to investigate hazards such as damp and mould and make homes safe — the disrepair page sets them out.[9]

Abri's own repair timescales. Abri sorts repairs into priorities, each with a published target time — from an emergency response through to longer targets for routine and planned work, which the disrepair page lists.[5]
