Magenta Living

Magenta Living is a housing association that took over Wirral Council's homes in 2005. In July 2026 the regulator said it owns around 12,760 social homes, mainly on the Wirral and in the North West. The Regulator of Social Housing has given it a consumer standards grade of C1.

Key facts

  • The Regulator of Social Housing gave Magenta Living its first consumer grade, C1, after an inspection completed in July 2026, and kept its governance grade at G1.[1]
  • In 2025-26 the Housing Ombudsman recorded a maladministration rate of 61.1% for Magenta Living — 11 of 18 findings, across 10 cases — against a national rate of 62%, and 52% for landlords of a similar size and type.[3]
  • In Magenta Living's 2025-26 tenant survey, 80.1% of tenants surveyed were satisfied with its overall service, and 39.4% of those who had complained were satisfied with how it handles complaints.[4]

Magenta Living's record: what the Housing Ombudsman has found

The Housing Ombudsman is the independent body that investigates complaints about social landlords. When it finds a landlord got things wrong, it makes a finding of "maladministration" — or "severe maladministration" for the most serious failings. The findings below concern Magenta Living, the housing association once called Wirral Partnership Homes.[6]

The 2025-26 performance report. The Ombudsman's report on Magenta Living covers 10 cases decided between 1 April 2025 and 31 March 2026. It recorded a maladministration rate of 61.1% — 11 of 18 findings.[3] The national rate was 62%, and 52% for landlords of a similar size and type.[3]

“The number of 'Mal' findings recorded for Magenta Living is 11, which gives the Maladministration rate of 61.1% (11 / 18).”[3]

Where the findings fell. None of the findings was severe maladministration, and none was the lesser finding of service failure. The largest groups of findings were on managing relations, which includes complaint handling, and on responsive repairs, including damp and mould, heating and asbestos. In 2 findings the Ombudsman found Magenta Living's own redress had put things right.[3]

Orders and compensation. The Ombudsman made 26 orders, and every order that fell due during 2025-26 is recorded as complied with. It ordered £5,175 in compensation and recommended a further £300.[3]

Its caseload and earlier years. In 2025-26 the Ombudsman received 4.3 cases per 1,000 Magenta Living homes, against a median of 5.4 for landlords of a similar size and type.[3] The same report gives Magenta Living's rate as 91% across 6 cases in 2023-24, and 47% across 8 cases in 2024-25.[3]

In individual cases. In May 2025 the Ombudsman found maladministration in how Magenta Living handled a tenant's report of damaged floor tiles containing asbestos. It found "no evidence that the landlord treated the resident’s asbestos concerns any differently from other routine repairs", and ordered an apology from the head of service and £500.[7] In the same case it found no maladministration in Magenta Living's handling of the tenant's other repairs.[7]

“Overall, there is no evidence that the landlord treated the resident’s asbestos concerns any differently from other routine repairs raised, despite its policies and procedures setting out the steps and actions to it should take after learning of potentially disturbed asbestos.”[7]

In January 2026 the Ombudsman found no maladministration in how Magenta Living responded to a tenant's reports of harassment by a neighbour, or in its complaint handling.[8]

What the Regulator of Social Housing has said about Magenta Living

The Regulator of Social Housing (RSH) is the government body that checks social landlords meet required standards. It grades consumer standards — the homes and services tenants get — from C1 (the strongest) to C4. It separately grades governance (G1 to G4) and financial viability (V1 to V4).

Magenta Living's consumer grade is C1. This was the first consumer grade the regulator had given Magenta Living, in a judgement of 29 July 2026 after an inspection: "Our judgement is that overall the landlord is delivering the outcomes of the consumer standards."[1]

“Our judgement is that overall the landlord is delivering the outcomes of the consumer standards.”[1]

What the inspection found. The regulator found Magenta Living provides an effective, efficient and timely repairs service, and keeps an accurate, up-to-date record of the condition of its homes. It found Magenta Living has appropriate systems to meet its health and safety duties. It also found an effective complaints service, and evidence that Magenta Living learns from complaints.[1]

Governance and viability. Governance stayed at G1: "Our judgement is that the landlord meets our governance requirements."[1] Viability is V2: the regulator said Magenta Living meets its viability requirements but must manage material risks. It said Magenta Living's plans rely on efficiency savings not yet made, alongside more spending on existing homes and new homes.[1]

“Our judgement is that the landlord meets our governance requirements.”[1]

No regulatory notice. There is no regulatory notice — a formal published finding of a breach — in force against Magenta Living.[2]

What Magenta Living must do by law

A housing association's repair duties are just as strong as a council's — and they do not depend on its track record.

Repairs. Under section 11 of the Landlord and Tenant Act 1985, Magenta Living must keep the structure and exterior of a rented home in repair — the roof, walls, windows and doors — and keep the installations for heating, hot water, gas, electricity, water and sanitation in proper working order. This cannot be signed away in a tenancy agreement.

Fitness for human habitation. Under the Homes (Fitness for Human Habitation) Act 2018 (section 9A of the 1985 Act), a rented home must also be fit to live in — free from serious hazards, including damp and mould that could harm health.

Awaab's Law. Awaab's Law now sets legally binding timescales for social landlords, housing associations included, to investigate hazards such as damp and mould and make homes safe — the disrepair page sets out the main ones.[10]

Safety checks. Magenta Living must also meet health and safety duties for its homes, such as gas and electrical safety checks.

Complaint handling. Magenta Living must handle complaints under the Housing Ombudsman's Complaint Handling Code. Its two-stage process starts on its complaints page (opens in new tab) — the disrepair page explains how to use it.[9]

Magenta Living's own repair timescales. Magenta Living sorts repairs into four priorities, from emergency to planned, each with a published target time, which the disrepair page lists.[15]

Where to report a repair. Use the MyMagenta portal (opens in new tab) for non-emergency repairs, or phone for an emergency. The disrepair page gives the phone number.[17]
