Regenda Homes
Regenda Homes is a housing association based in Liverpool. The regulator said in May 2026 that it owns and manages around 10,300 social homes, mostly in the North West. The Regulator of Social Housing has given it a consumer standards grade of C1.
Key facts
- The Regulator of Social Housing gave Regenda its first consumer grade, C1, after an inspection completed in May 2026, and upgraded its governance grade to G1.[1]
- In 2025-26 the Housing Ombudsman recorded a maladministration rate of 51.7% for Regenda — 15 of 29 findings, including service failure, across 9 cases — against a national rate of 62%, and 52% for landlords of a similar size and type.[3]
- In Regenda's 2025-26 tenant survey, 76.5% of tenants surveyed were satisfied with its overall service, and 39.4% of those who had complained were satisfied with how it handles complaints.[4]

Regenda's record: what the Housing Ombudsman has found
The Housing Ombudsman is the independent body that investigates complaints about social landlords. When it finds a landlord got things wrong, it makes a finding of "maladministration" — or "severe maladministration" for the most serious failings. The findings below concern Regenda Limited, the housing association that trades as Regenda Homes.[2]
The 2025-26 performance report. The Ombudsman's report on Regenda covers 9 cases decided between 1 April 2025 and 31 March 2026. It recorded a maladministration rate of 51.7% — 15 of 29 findings, including service failure.[3] The national rate was 62%, and 52% for landlords of a similar size and type.[3]
“The number of 'Mal' findings recorded for Regenda Limited is 15, which gives the Maladministration rate of 51.7% (15 / 29).”[3]

Where the findings fell. None of the findings was severe maladministration, and most of the 15 were service failure rather than maladministration. The largest groups of findings were on managing relations, which includes complaint handling, and on responsive repairs. In 8 findings the Ombudsman found Regenda's own redress had put things right.[3]
Orders and compensation. The Ombudsman made 23 orders, and every order that fell due during 2025-26 is recorded as complied with. It ordered £2,150 in compensation.[3] It also recommended Regenda pay £13,250, most of it compensation Regenda had already offered in two repairs complaints, which the Ombudsman found put things right.[3][6][7]
Its caseload and earlier years. In 2025-26 the Ombudsman received 3.7 cases per 1,000 Regenda homes, against a median of 5.4 for landlords of a similar size and type.[3] The same report gives Regenda's rate as 47% across 6 cases in 2023-24, and 41% across 16 cases in 2024-25.[3]
In individual cases. In a decision re-issued in February 2026, the Ombudsman found maladministration in how Regenda handled a deaf tenant's concerns about asbestos, the condition of his home and repairs. It said Regenda "ordered repairs but did not do them", and knew its repairs text messages were not accessible to him.[8] Regenda had already apologised, ordered surveys and awarded £2,000 for those failings, which the Ombudsman found was within its guidance. The Ombudsman ordered an apology for the failures it found, and £300 for failings on parking, anti-social behaviour, trees and complaint handling.[8]
“The landlord ordered repairs but did not do them. It knew its repairs communications were inaccessible but did not fix this.”[8]

In January 2026 the Ombudsman found maladministration over rubbish left in a sheltered scheme's communal hallway, and service failure in Regenda's complaint handling.[9]

What the Regulator of Social Housing has said about Regenda
The Regulator of Social Housing (RSH) is the government body that checks social landlords meet required standards. It grades consumer standards — the homes and services tenants get — from C1 (the strongest) to C4. It separately grades governance (G1 to G4) and financial viability (V1 to V4).
Regenda's consumer grade is C1. This was the first consumer grade the regulator had given Regenda, in a judgement of 27 May 2026 after an inspection: "Our judgement is that overall the landlord is delivering the outcomes of the consumer standards."[1]
“Our judgement is that overall the landlord is delivering the outcomes of the consumer standards.”[1]

What the inspection found. The regulator found Regenda has processes in place to manage damp and mould effectively, and that it investigates and repairs hazards within required timescales. It found an effective, efficient and timely repairs service, and an accurate, up-to-date record of the condition of its homes. It also found complaints are addressed fairly, promptly and effectively.[1]
Where it asked for more. The regulator said Regenda has taken steps to understand its tenants better, including vulnerable tenants. It said Regenda's board will need assurance that this understanding continues to improve.[1]
Governance and viability. Governance was upgraded from G2 to G1: "Our judgement is that the landlord meets our governance requirements." The regulator said Regenda had strengthened its risk management and stress testing since an assessment in 2024.[1]
“Our judgement is that the landlord meets our governance requirements.”[1]

Viability is V2: the regulator said Regenda meets its viability requirements but needs to manage material risks. With weakening financial performance and more spending needed on existing homes, its capacity to manage adverse events is reduced, alongside the risks of its development programme.[1]
No regulatory notice. There is no regulatory notice — a formal published finding of a breach — in force against Regenda.[2]
What Regenda must do by law
A housing association's repair duties are just as strong as a council's — and they do not depend on its track record.
Repairs. Under section 11 of the Landlord and Tenant Act 1985, Regenda must keep the structure and exterior of a rented home in repair — the roof, walls, windows and doors — and keep the installations for heating, hot water, gas, electricity, water and sanitation in proper working order. This cannot be signed away in a tenancy agreement.
Fitness for human habitation. Under the Homes (Fitness for Human Habitation) Act 2018 (section 9A of the 1985 Act), a rented home must also be fit to live in — free from serious hazards, including damp and mould that could harm health.
Awaab's Law. Awaab's Law now sets legally binding timescales for social landlords, housing associations included, to investigate hazards such as damp and mould and make homes safe — the disrepair page sets out the main ones.[11]
Safety checks. Regenda must also meet health and safety duties for its homes, such as gas and electrical safety checks.
Complaint handling. Regenda must handle complaints under the Housing Ombudsman's Complaint Handling Code. Its two-stage process starts on its feedback page (opens in new tab) — the disrepair page explains how to use it.[14]
Regenda's own repair timescales. Regenda sorts repairs into emergency, routine and major works, each with a published target time, which the disrepair page lists.[17]
Where to report a repair. Use the My Regenda Homes portal (opens in new tab), phone, email or a visit to a local office. The disrepair page gives the phone number.[19]
