Part 11: FINAL PROVISIONS

If the Welsh Ministers consider it necessary or expedient for the purpose of giving full effect to any provision of this Act, or in consequence of any such provision, they may by regulations make—

any supplemental, incidental, or consequential provision, and
any transitory, transitional or saving provision.

Regulations under subsection (1) may amend, repeal, revoke or modify any enactment (including a provision of this Act) ....
