In the appointment of persons to be members of any of the following advisory committees or councils, that is to say, the Transport users' Consultative Committees orthe London Transport Users' Committee, . . ., the . . . . . . and the Domestic Coal Consumers' Council, regard shall be had to the desirability of the committee or council in question including one or more persons with experience of work among, and the special needs of, disabled persons and to the person or persons with that experience being or including a disabled person or persons.
