Part I: Health, Safety and Welfare in connection with Work, and Control of Dangerous Substances and Certain Emissions into the Atmosphere
Proceedings for an offence under any of the relevant statutory provisions shall not, in England and Wales, be instituted except by an inspector , the Environment Agency or the Natural Resources Body for Wales or by or with the consent of the Director of Public Prosecutions.
