It is unlawful for the the Young People’s Learning Agency for England, the Chief Executive of Skills Funding, . . . , the Higher Education Funding Council for England or the Higher Education Funding Council for Wales in carrying out their functions under the Education Acts ..., and for the Welsh Ministers in carrying out their functions under Part 2 of the Learning and Skills Act 2000” to do any act which constitutes sex discrimination.
