Except so far as different provision is made by an order under section 17 of the Local Government Act 1992, or Part 1 of the Local Government and Public Involvement in Health Act 2007 (orders constituting new local government areas etc) the registration areas for the purpose of this Part of this Act are—
(a) counties and county boroughs;
(b) London boroughs; and
(c) the City of London.

For the purposes of this Part of this Act—
(a) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . the City of London shall be deemed to include the Inner Temple and the Middle Temple, and
(b) the Isles of Scilly shall be a registration area and the Council of the Isles of Scilly shall be the local authority for that registration area.
