This section applies to—

A person aggrieved by a relevant document may make an application to the High Court on the ground that—
An application under this section may not be made without the leave of the High Court.
An application for leave for the purposes of subsection (2A) must be made before the end of the period of six weeks beginning with the day after the relevant date.
The High Court may make an interim order suspending the operation of the relevant document—
An interim order has effect—
Subsection (3B) applies if the High Court is satisfied—
