Part I: Listed Buildings — Chapter II: Authorisation of works affecting listed buildings

Except as provided in sections 12 to 15, an application for listed building consent shall be made to and dealt with by the local planning authority.

Such an application . . . shall contain—

sufficient particulars to identify the building to which it relates, including a plan;
such other plans and drawings as are necessary to describe the works which are the subject of the application; and
such other particulars as may be required by the authority.

Provision may be made by regulations under this Act with respect to—

the form and manner in which such applications are to be made;
particulars of such matters as are to be included in such applications;
the documents or other materials as are to accompany such applications;
requirements as to publicity in relation to such applications;
the time within which they are to be dealt with by local planning authorities or, as the case may be, by the Secretary of State.

The regulations must require that an application for listed building consent of such description as is prescribed must be accompanied by such of the following as is prescribed—

a statement about the design principles and concepts that have been applied to the works;
a statement about how issues relating to access to the building have been dealt with.

The form and content of a statement mentioned in subsection (4) is such as is prescribed.
