Part II: APPOINTMENTMENT AND REGULATION OF UNDERTAKERS — CHAPTER III: PROTECTION OF CUSTOMERS ETC..

Before issuing rules under section 35B, the Authority must—

prepare a draft of the proposed rules, and
consult the relevant persons about the draft.

The relevant persons are—

the Secretary of State;
the Welsh Ministers;
the Council;
each relevant undertaker likely to be materially affected by the rules;
a person whose functions are or include representing relevant undertakers in respect of interests of the undertakers that are likely to be materially affected by the rules;
such other persons as the Authority considers appropriate.

The Authority must specify the period within which relevant persons may make representations about the proposed rules.

This section is subject to section 35D.
