Part I: The Provision of Railway Services

The obligations of the Secretary of State and of the Welsh Ministers and of the Scottish Ministers, so far as imposed by or under any provision of this Part—

to secure the provision of any services, or
to secure the operation of any additional railway asset,

shall not give rise to any form of duty or liability enforceable by civil proceedings for breach of statutory duty.
