Part I: Promotion of economic, social or environmental well-being etc

In this Part "local authority" means—

in relation to England—
a county council,
a district council,
a London borough council,
the Common Council of the City of London in its capacity as a local authority,
the Council of the Isles of Scilly,
an eligible parish council,
in relation to Wales, a county council or a county borough council or a community council.

A parish council is "eligible" for the purposes of this Part if the council meets the conditions prescribed by the Secretary of State by order for the purposes of this section.
