Part 4A: ON-DEMAND PROGRAMME SERVICES — Chapter 3: Regulation of Tier 1 services

OFCOM may from time to time report to the Secretary of State on any issues which—

have been identified by them in the course of carrying out their functions in relation to Tier 1 services, and
appear to them to raise questions of general policy about the regulation of those services.
