The Secretary of State must review—
In carrying out the review, the Secretary of State must have regard to—
The Secretary of State must prepare and publish a report on the outcome of the review.
The first report must be published before the end of the period of five years beginning with the day on which section 15 comes into force.
Each subsequent report must be published before the end of the period of five years beginning with the day on which the previous report was published.
The Secretary of State may arrange for some other person to carry out the whole or part of a review under this section on the Secretary of State's behalf.
The Secretary of State must lay before Parliament a report prepared under this section.
