The Building Act 1984 is amended as follows.
In section 91—
in subsection (1) before paragraph (a) insert—zasubsection (3) of this section and regulations under section 91ZD,;
in subsection (2) for the words from "sections" to the end substitute —asubsection (3) of this section,bsections 5(3), 48(1) and 53(2), andcregulations under section 91ZD.;
after that subsection insert—3In cases where section 91ZA or 91ZB provides that the regulator is the building control authority, it is the duty of the regulator (and not the local authority in question)—ato carry Part 1 of this Act into execution, andbto enforce building regulations.;
in the heading at the end insert ."and the regulator"
