The council of a county or county borough may make byelaws prescribing—

the records to be kept of the patients received into a nursing home, and, in the case of a maternity home, of any miscarriages occurring in the home, and of the children born therein, and of the children so born who are removed from the home otherwise than to the custody or care of a parent, guardian, or relative;
the notices to be given when any death occurs in a nursing home.
