The Minister may make regulations prescribing the qualifications of medical officers and health visitors appointed in pursuance of arrangements made under this section, and no person shall be appointed as such a medical officer or health visitor unless he is qualified in accordance with the regulations.

Regulations made under the last preceding subsection shall be laid before Parliament.
