Every local authority may and, if required by the Minister, shall make byelaws for regulating all or any of the following matters :—

Byelaws made under this section may include provisions as to—

the giving of notices and the deposit of plans, sections, specifications and written particulars; and
the inspection of work; the testing of drains and sewers, and the taking by the local authority of samples of materials to be used in the construction of buildings, or in the execution of other works.

A local authority who propose to apply to the Minister for confirmation of any byelaws made under this section shall, in addition to complying with the requirements of section two hundred and fifty of the Local Government Act, 1933, publish in the London Gazette at least one month before the application is made notice of their intention to apply for confirmation.
