The individual must immediately inform the Director of any change in the individual's financial circumstances (or those of any person whose resources are to be treated as the individual's resources in accordance with regulation 16)—
of which the individual is, or should reasonably be, aware;
which has occurred since any application or determination in respect of the individual's financial resources; and
which might affect a determination that the individual's financial resources are such that the individual is eligible for civil legal services ....
