A2Dominion
A2Dominion is a housing association with 34,473 homes under management. It owns and manages its homes through registered-provider subsidiaries. The Regulator of Social Housing has not yet published a consumer standards grade for it.

- In A2Dominion's own tenant satisfaction survey for 2024-25, covering its social and affordable rent tenants, 60.7% said they were satisfied with the overall service.[6]

A2Dominion's record: what the Housing Ombudsman found
The Housing Ombudsman is the independent body that investigates complaints about social landlords. When it finds a landlord got things wrong, it makes a finding of "maladministration" — or "severe maladministration" for the most serious failings. The findings below concern A2Dominion Housing Group Limited, the group your landlord belongs to.[2]
The 2024-25 performance report. The Ombudsman's landlord performance report for A2Dominion covers cases decided — the Ombudsman calls these "determinations" — between 1 April 2024 and 31 March 2025. It records 80 determinations. As the Ombudsman set out the rate: "The number of 'Mal' findings recorded for A2Dominion Housing Group Limited is 143, which gives the Maladministration rate of 78.6% (143 / 182)." — rounded to 79% on the report's front page, against a national maladministration rate of 71%, and 64% for landlords of a similar size and type.[1] Eleven of those findings were severe maladministration, the Ombudsman's most serious category.[1]

Where the failings fell. The largest category was property condition, which the Ombudsman upheld as maladministration in 76% of the 71 property-condition findings it looked at; complaint handling was next, upheld in 87% of its cases against 77% nationally.[1] Within the year's repairs findings, the sub-category carrying the most severe maladministration findings was leaks, damp and mould, with 29 findings, 5 of them severe.[1] Across the year the Ombudsman made 313 orders — 4 of them complaint handling failure orders — and recorded £73,424 in compensation, the total it both ordered and recommended.[1]
A high rate, broadly steady. The Ombudsman's own restated figures show A2Dominion's maladministration rate rising from 65% in 2022-23 to 80% in 2023-24, then holding at 79% in 2024-25 — broadly steady at a high level across the last two years, on a rising caseload.[1] A2Dominion has also been named in the Housing Ombudsman's "Learning from severe maladministration" reports published in late 2025, which indicates that severe-maladministration findings against it continued beyond the period the performance report covers.[8]
What A2Dominion says it has done. A2Dominion says it is delivering a two-year improvement plan aimed at returning to a fully compliant regulator rating by 2026, and that it has been overhauling how it handles complaints — including a dedicated team for the final stage of complaints — and rolling out a new repairs-management system.[10][11] The Ombudsman's report also records that A2Dominion complied with 291 of its orders within three months — all of those due in that window — and one more within six months.[1]
What the Regulator of Social Housing has said about A2Dominion
The Regulator of Social Housing (RSH) is the government body that checks social landlords meet required standards for safe, decent homes. It grades landlords in two ways that matter here: a governance grade — from G1 (the strongest) to G4 — for how well a landlord is run and manages its risks; and, since 2024, a separate consumer grade — from C1 to C4 — for how well it delivers safe, decent homes and good services to tenants.
A2Dominion's governance grade is G3. In a regulatory judgement published on 3 January 2024, the regulator graded A2Dominion Housing Group Limited G3 for governance: "The provider does not meet our governance requirements. There are issues of serious regulatory concern and in agreement with us the provider is working to improve its position."[2] This was a downgrade — A2Dominion had previously held the top governance grade — and the regulator had placed its grades under review a few months earlier.[2]

Why the downgrade. The regulator said it lacked assurance that A2Dominion had an "appropriate, robust and prudent business planning, risk and control framework", and that risks had been adequately managed.[2] It pointed to weaknesses in the group's data and systems — describing "poor quality data, poor reporting and the board not having effective oversight" — and the judgement notes that this had at times resulted in poor outcomes for its tenants.[2]
On financial viability, the grade is V2. The same judgement graded A2Dominion V2 for financial viability: "The provider meets our viability requirements. It has the financial capacity to deal with a reasonable range of adverse scenarios but needs to manage material risks to ensure continued compliance."[2] A2Dominion returned to an overall financial surplus in 2024-25 after a deficit the year before, which helps explain the compliant viability grade even while its governance grade sits at G3.[2][6]

No consumer grade yet. A2Dominion has not yet had a consumer-standards inspection, so the regulator has not published a consumer grade (C1–C4) for it — the 3 January 2024 judgement covers only governance and viability.[5] That absence is not a failing in itself; it simply means the regulator has not yet inspected A2Dominion against the consumer standards. The governance grade above is a separate matter — a G3 is the regulator's finding that A2Dominion does not currently meet its governance requirements.[2]

No regulatory notice. Separately from these grades, there is no regulatory notice — a formal published finding of a breach — currently in force against A2Dominion, and the regulator's publication page lists only its judgement, not any notice.[5] Regulatory grades are reviewed from time to time and may change — the date above is the one that matters, and A2Dominion says it is working to return to a fully compliant rating by 2026.[10]
What A2Dominion must do by law
A housing association's repair duties are just as strong as a council's — and they do not depend on its track record.
Repairs. Under section 11 of the Landlord and Tenant Act 1985, A2Dominion must keep the structure and exterior of your home in repair — the roof, walls, windows and doors — and keep the installations for heating, hot water, gas, electricity, water and sanitation in proper working order. This applies to almost every tenancy and cannot be signed away in a tenancy agreement.
Fitness for human habitation. Under the Homes (Fitness for Human Habitation) Act 2018 (section 9A of the 1985 Act), your home must also be fit to live in — free from serious hazards, including damp and mould that could harm your health.
Awaab's Law. Since 27 October 2025, Awaab's Law has set legally binding timescales for investigating and fixing damp, mould and other serious hazards in social housing — housing associations included. The disrepair page sets those timescales out.[13] A second phase follows on 30 November 2026, extending the rules to a wider range of hazards, though it is not yet in force.[14]
A2Dominion's own repairs service. A2Dominion publishes target times for each priority of repair, from emergencies through to planned work, and reports each year on how much of its work it finishes on time — the disrepair page sets both out.[6][17] Whatever a landlord's own targets say, the Awaab's Law timescales apply to damp, mould and other serious hazards.[13]
