Section 139: General provision for continuance of original unexpended balance

Where in accordance with section 136 of this Act land had an original unexpended balance of established development value, then, subject to the following provisions of this Part of this Act, that land shall be taken—

(a) to have continued to have that balance until the commencement of this Act; and

(b) to continue to have that balance at all times thereafter.
