The Secretary of State may not provide or arrange for the provision of support to a person under a provision mentioned in subsection (2) if—

This section shall not prevent—
An authority which proposes to provide or arrange for the provision of support to a person under a provision mentioned in subsection (4)—
The Secretary of State may by order—
An order under subsection (7)—
For the purposes of this section "claim for asylum" has the same meaning as in section 18.
A decision of the Secretary of State that this section prevents him from providing or arranging for the provision of support to a person is not a decision that the person does not qualify for support for the purpose of section 103 of the Immigration and Asylum Act 1999 (appeals).
This section does not prevent a person's compliance with a residence restriction imposed in reliance on section 70 (induction).
